Locklear and Associates provide individuals and businesses with human resources consulting, training and organizational development services. The organization was founded by Jeanne M. Locklear, BS, MPA, CVC-T, who operates as Chief Executive Officer.
Jeanne earned Graduate Certification in Gerontology as well as a Master of Public Administration & Policy Analysis Degree from Southern Illinois University at Edwardsville and a Bachelor of Science Degree in Criminal Justice from Drury University in Springfield, Missouri.
She served in the United States Army as a Personnel Administration Specialist during the Vietnam Era. Her first two years of service was at Fort Leonard Wood, Missouri and the last two years, at the United States Military Academy, West Point, New York.
Jeanne’s impressive civilian work history includes over 25 years of providing extensive training and development support services for varied profit and nonprofit organizations, hospitals, colleges, law enforcement agencies, and government entities where she trained and mentored thousands of employees annually. Her exertive efforts, including innovating recruitment methods and service excellence techniques, have received numerous acknowledgements and awards.
In addition to Ms. Locklear’s extraordinary education, military and work experience, she has been enormously instrumental in her involvement with training manual writing and curriculum development. She has also played an important role in establishing grant funding for causes such as law enforcement training focused on elder abuse and neglect.
Jeanne has served as a Charter Board Member of the South Central Missouri Literacy Council; a volunteer of the Steelville Arts Council; Gibbs Care Center; a Board member of the Rolla Training Center Health Sciences Academy; a Charter Member of the Crawford County Coalition; the Parks and Recreation Commission (Rolla, Missouri) Vice-Chair; the 2012 President of the Steelville Area Chamber of Commerce; the Steelville Area Chamber of Commerce New Initiatives Director; a member of SHRM (Society of Human Resource Management); ASTD (American Society of Training and Development) and ACHE (American College of Healthcare Executives).
Locklear and Associates is committed to serving those less fortunate. The company has agreed to sponsor each local annual GED graduation, and has donated substantial funding to the South Central Missouri Literacy Council and other initiatives that serve those striving to improve their lives through learning and awareness.
Integrity and honesty is our true north, and we are an organization continually striving to help others in need. To increase our giving as an organization, we return to nonprofits within the community served, 10% of revenue earned. Our donations have included: The Steelville Food Pantry, the local Cub Scout Pack, Steelville Arts Council, South Central Missouri Literacy Council and the Steelville Summer Food Program.
